On 24 July 2026, Regulation (EU) 2026/1738 of the European Parliament and of the Council of 8 July 2026 on circularity requirements for vehicle design and management of end-of-life vehicles, amending Regulations (EU) No 168/2013, (EU) 2018/858, (EU) 2019/1020 and (EU) 2023/1542 and repealing Directives 2000/53/EC and 2005/64/EC, was published.

Issues concerning extended producer responsibility EPR  (Articles 16–22) are addressed starting on page 48 of the Regulation.

Issues regarding the collection of end-of-life vehicles ELVs (Articles 23–25) are addressed starting on page 55.

Starting on page 57, the Regulation sets out rules for the processing of end-of-life vehicles ELVs (Articles 26–35).

The Regulation applies from 1 September 2028 (subject to exceptions regarding separate application dates for certain articles).

 The Regulation is binding in its entirety and directly applicable in the Member States.
